Much of the (well deserved) criticism of the federal response to Katrina has been the seeming lack of urgency in responding, and the inept bungling of relief efforts.
Contrast this with the following story, about a FEMA relocation “camp” in Oklahoma. These folks, who seemingly aren’t smart enough to ultilize the resources they had available (such as a military medical vessel, sitting in the Gulf during the entire crisis, unused) have a nationwide network of camps and the armed personnel to run them.
What, exactly, is our federal government preparing for?
